There are more jewelry tools than you can imagine. And certainly more than you can store, much less afford.  But most of these tools are for very advanced techniques or for professional jewelers. You certainly don’t need all these to start making jewelry.  An the ones you do need, don’t have to be top quality. Start low-end and purchase better quality tool when your projects require them. You’ll know when.
